Running an organization requires putting out a lot of fires, and a criminal organization still takes leadership. The problem is, a criminal organization is perpetrating outright felonies rather than the kinds of white collar crimes that get ignored or pardoned from a regular corporation. That means that dealing with problems has potentially much more frightening answers, and in a world where telepaths exist, it means an extra helping of paranoia.
