Discussions surrounding federal intervention in college athletics often highlight anti-expansion guardrails designed to curb the formation of mega-conferences. If comprehensive federal legislation were to establish strict limits on conference consolidation or regulate athletic movement, it could fundamentally freeze current alignments. By removing the financial incentives and legal pathways that drive major conferences to poach high-profile universities for media market expansion, such a statute would effectively eliminate the external landing spots that programs like Clemson and FSU require to justify leaving.

Even though legal settlements have provided these institutions with structured mechanisms to re-evaluate their futures, overarching federal oversight could lock them into the ACC permanently. Without a viable, legally permitted suitor capable of absorbing them into a rival powerhouse league under strict anti-consolidation rules, elite programs may find themselves structurally bound to their current conference home for the foreseeable future.
