The United States has declared a national emergency with respect to Cuba and threatened tariffs on countries supplying the island with oil. This follows Washington’s move to cut off Venezuelan oil, leaving the island increasingly isolated as its economy buckles under decades of mismanagement. At the same time, Russia and China continue to use Cuba as a platform for intelligence and influence just miles from American shores.
