Sooner or later, every country gets hit — a pandemic, a war, a shipping lane that closes, a bank that fails. And there is a comfortable belief in Indian public life that crisis is when things finally get fixed. 1991 is the proof, we tell ourselves. The fashionable verdict is that a crisis is an opportunity, and a terrible thing to waste. Is it?
In this episode of Turbulence, Anupam Manur is joined by Ajay Shah — co-founder of the XKDR Forum, formerly of the Ministry of Finance and NIPFP, and co-author with Vijay Kelkar of In Service of the Republic — who calls that idea drawing-room chatter. In a crisis, he argues, checks and balances peel away, and the worst ideas get their hearing. What actually protects a country is built long beforehand: prices free to move, institutions able to refuse bad ideas, and what he calls strategic depth — the fiscal room to respond when something goes wrong. The conversation runs from social media's role in breaking an old political settlement, through China, to why India could not spend its way through the pandemic.
